= Translation = Ref: CK-06-0000-PO-L-0356 September 18, 2006 Subject Signing the Water Purchase and Sale Agreement Attention President The Stock Exchange of Thailand As Pathum Thani Water Company Limited, an affiliated company of CH. Karnchang Public Company Limited, has signed the Water Purchase and Sale Agreement for operation and supply in the areas of Rangsit Water Supply Office of Pathum Thani Province, with the Provincial Waterworks Authority of Thailand. As such agreement is a normal business in conformity with the ordinary business conditions which its details are the followings : Signing Date September 15, 2006 Water capacity supply approximately 70,000 cubic meter per day Cost of water value 9.90 Baht per cubic meter (vat excluded) is yearly value of 2006 and the cost will be adjusted every the first day of January of each year. Period of purchase and sale From the date which Pathum Thani Water Company Limited is able to sell the water to the Provincial Waterworks Authority of Thailand (within 24 months from the signing date of agreement) up to October 14, 2023 (this may extend the period of agreement which will negotiate during the time of 2023).
