(Translation) No. CK-08-0000-PO-L-0076 November 27, 2008 Re: Notification of the Contract Signing Attn.: President The Stock Exchange of Thailand Reference is made to the fact that on November 25, 2008, CH. Karnchang Public Company Limited has signed the Agreement for the development of the Xayaburi Hydroelectric Power Project (the "Xayaburi Project") with the Government of the Lao People's Democratic Republic, with the value of approximately Baht 90,000,000,000.-. The Xayaburi Project will have an installed capacity of 1,260 MW with ten turbine units which will supply a total energy output of approximately 7,400 GWh/year, whereby the power generated from the Project, with approximately 10 percent to be reserved for local consumption in the Lao People's Democratic Republic, will be sold to the Electricity Generating Authority of Thailand (EGAT). The Xayaburi Project is a run-of-river project located in Xayaburi Province. On May 4, 2007, the Company signed a memorandum of understanding with the Government of the Lao People's Democratic Republic to conduct a survey and feasibility study of the Project. Now, the feasibility study has already been completed with a conclusion that the Project is feasible for investment. Under the Agreement signed on this occasion, the Company will conduct the further study and prepare the Project details for two years, and then the concession agreement, construction and other related contracts will be executed.
